Requirements and Documents needed
Documents needed: 

Qualification obtained in a european country from a citizen of the european area

European citizens willing to work regularly as physicians in Italy, can present the request for professional recognition:

a) If they are asking for the recognizement  of physician/surgeon qualification  they have to present all the following documents cited plus a specific form
Copy of a valid identity document signed by the owner
Certified copy of the educational qualification for which the recognition is requested
Certified copy of habilitation to professional practice obtained in the country which has confered the qualification (if exist in that legislation)
Compliance certificate to the present european regulation of the educational qualification to be recognized, released by the competent organization in the country in which the qualification has been obtained.
Good standing released by the competent organization of the home/source country. This document has to be presented in its original version and with a date that is not preceding 3 months the date of qualification recognizement request.

b) If they are asking for the recognizement  of  specialist qualification  they have to present all the documents cited plus a specific form
Copy of a valid identity document signed by the owner
Certified copy of the educational qualification for which the recognition is requested
Certified copy of habilitation to professional practice obtained in the country which has confered the qualification (if exist in that legislation)
Compliance certificate to the present european regulation of the educational qualification to be recognized, released by the competent organization in the country in which the qualification has been obtained.

c) If they  are asking for the recognizement  of  general practitioner qualification they have to present all the following documents plus a specific form

Copy of a valid identity document signed by the owner
Certified copy of the educational qualification of general practitioner
Compliance certificate to the present european regulation of the qualification as general practitioner, released by the competent organization in the country in which the qualification has been obtained.
Good standing released by the competent organization of the home/source country.

-Qualification obtained in a european country from a citizen outside the european area:  the process is more complex

Law is presently changing:  the next concourse will be on national basis and the evaluation will be based on quiz, the degree vote, the media of the votes of all exams sustained during the years of university, experimental thesis if inherent, phd if inherent. The exam will be divided  in two phases

Who is responsible for the damage immaterial and material: 

 The doctor directly, it depends, usually it's important the doctor has an insurance even if for italian doctors is still not mandatory until the august 2014. Usually the doctor pays for his own insurance, the hospital has another one and sometimes there is a compensation.

Perspective towards migration of Healthcare Professionals and additional information: 

Foreign physicians coming from developing countries can partecipate to the exam of admission to PGT training using a small % of reserved and supernumerary positions. In Itally  the are 800 foreign doctors under 30 years  of age and almost 3000 under 40 years of age. The incoming trends of foreign docotrs are increasing.
