EEA/Swiss doctors: Proof of citizenship of an EEA country or Switzerland + basic medical training corresponding to the Directive 2005/36/EC (or respectively in the relevant agreement) + proof of good conduct and repute + fitness to practise + full legal capacity + short CV = full registration (Approbation).
Doctors from the new EU countries (enlargement rounds 2004 and 2007) who started their training before their country joined the EU can get their basic medical diploma recognised if they meet certain additional requirements. Please note that Germany makes use of the transitional arrangements regarding the free movement of workers. This means that doctors from the new EU member states (except Malta and Cyrus) need a working permit in Germany if they want to work in a salaried position.
Doctors from outside the EEA/Switzerland might be asked to sit an examination. They also need a working permit and would only be eligible for limited registration (Berufserlaubnis).
Doctors who wish to work as specialists need to get their specialist diploma recognised by the State Chamber of Physicians (see attached list). EEA/Swiss doctors: Recognition according to Directive 2005/36/EC.
Doctors from outside the EEA/Switzerland: Specialist diplomas from outside the EEA / Switzerland are not recognised in Germany. The doctor would need to do at least one year of his training in Germany and take part in the specialist exam.

The procedure for doctors from outside the EEA/Switzerland might take longer.
Graduates of medical schools are physicians. Upon completion of postgraduate training they are called specialist physicians. In order to obtain the title “Dr. med.” a scientific thesis has to be written.
